Key facts
Founders use the self-employment residence permit (§21), freelancers the independent professional permit under §19c/21.
Founders need a convincing business plan, proof of capital and regional economic interest; there is no fixed capital minimum.
Freelancers need a portfolio, client evidence and, increasingly, German A1/A2 plus health cover.
Both permits are temporary (usually 1-3 years) and renewable while the business is real.
An IT or technical freelancer with real clients has a realistic route; a 'consultancy' with no clients does not.
01Freelancer or founder — the distinction
Germany separates regulated freelance professions (Freiberufler: IT consultants, doctors, artists, engineers) from trade-like self-employment (Gewerbe: shops, trades, commerce). You register under the matching category — the visa follows the profession.
Freelancing is the realistic route for most Pakistani professionals: lower capital requirements, no business plan threshold, and approval based on your skills and client evidence.
02Freelancer requirements
Three practical pillars: a portfolio proving your skill, client contracts or letters proving demand and income potential, and a covered pension and health situation. German A1/A2 is generally expected and B1 makes everything easier.
The authorities check sustainability: will your freelance income cover German living costs? Show invoices, agreements and a realistic first-year projection.
03Founder requirements
Founders of a company need a business plan that survives scrutiny (market analysis, financial plan, your role), proof of capital — savings, loans or investors — and an argument for why the region benefits (jobs, innovation).
There is no fixed capital minimum, but realistic plans in 2026 show 15,000-50,000 euros of funding for most service or trade businesses. Weak capital is the top refusal reason, not a weak idea.
04Taxes, registration and the bookkeeping reality
You register with the tax office, get a tax number, and pay quarterly advance income tax plus VAT depending on turnover. A German tax advisor (200-500 euros for the consultation) is not a luxury — it is the standard.
Health insurance is mandatory from day one; public insurance prices scale with income, private options exist for freelancers. Bookkeeping is your ongoing compliance — digital tools make it manageable.
05Timelines and the honest odds
Plan 4-8 weeks for the visa decision after a complete file, plus 1-3 months of preparation. Renewals are common only while income is demonstrable — the permit dies with the inactivity, not with the paperwork.
Honest guidance: for clients with real international clients in IT, engineering or design, the freelance route works. For everyone else — a job offer route is stronger and faster. Book a free call and we will tell you which of the two it really is.
